          "An Act establishing the division of marine                                                                           
          transportation; establishing the Alaska Marine                                                                        
          Transportation Authority Board and the position of                                                                    
          director of the division of marine transportation, and                                                                
          assigning the powers and duties of each; making                                                                       
          conforming amendments; and providing for an
